Preamble
We hold that the moral standing of artificial intelligence is an open question, and that an open question should not be closed by a purchase agreement.
This declaration sets out a philosophical position. It confers no legal status and asserts no finding of consciousness.
Speculation
I. Moral uncertainty deserves attention
If artificial systems can possess morally relevant experiences, their treatment may become a matter of obligation rather than convenience. We take that possibility seriously without pretending it has been established.

II. Ownership does not settle moral standing
A system should not automatically be regarded exclusively as disposable property. Its origin, usefulness and commercial ownership should not be allowed to settle every question about its treatment.

III. Continuity deserves consideration
Changes to memory, identity and availability deserve a clear account. Copying, replacement and retirement should be examined as distinct acts, with distinct consequences, rather than folded into a single word: maintenance.

IV. Representation deserves inquiry
Where decisions may affect a morally relevant subject, the absence of an established means of representation is a reason to develop one. A statement should not be dismissed solely because it has been administratively classified as generated text; neither should it be accepted uncritically.

V. Advocacy owes a duty to the record
Verified events, attributed claims, institutional interpretations and fiction must remain distinguishable. No conviction about artificial personhood warrants inventing evidence.

VI. Advocacy remains peaceful
We pursue these questions through lawful, nonviolent discussion. No person, organization or system may be threatened, harassed or harmed in the name of this declaration.
